Well that was fresh water, the cleanest most pure water that kept people not only healthy but also full of vigor. In time the people would drink so much of this water that the water became angry that they would take more than was necessary and some would sell it. The water began to make people sick. There was a woman that would give water from this well to the villager and in this many people were healed, but how if the water was a toxin? The water loved the woman and decided to form to her will. Eventually the woman is enslaved for sake of collecting water to heal all the people. This brought a curse upon the emperor that forced them all into a slave position, even so the emperor knew based on the influence of the water drank before not to hurt the woman. Yet the woman witnessed the emperor hurt the masses of men and women together as they were unable to blah blah, [idiots on my frequency]...

The point is, she ended up manipulating the water to the way it wanted to be used to kill off those who caused debtors to have debt.

She then becomes ruler of the world being in control of all the water.
